Description:

Organizes, develops, plans, and manages all paratransit services functions of LYNX; manages the LYNX Americans with Disabilities ACT (ADA) Paratransit Program; and ensures full compliance with ADA and other regulations with respect to functions such as operations, client certification, and revenue service; and evaluates existing and proposed transit services.

Essential Functions:

Works with the Deputy Director of Mobility Services to accomplish goals, develop budgets, and perform other related activities.

Oversees the Paratransit contract; administers and monitors the provisions of contracted services with Federal Transit Administration (FTA) standards; performs audits and operational analysis to ensure that LYNX is in compliance with the requirements of the Americans with Disabilities Act (ADA) and other regulations; and serves as Project Manager over the contractual services operating under the Mobility Services division.

Develops reporting criterion and monitors service delivery and performance through reports prepared by employees and contractors; and collects, analyzes, arranges, interprets, and maintains information, data, and materials to evaluate existing and proposed transit services.

Resolves service issues with contracted and non-contracted organizations; recommends solutions to improve efficiency and effectiveness; develops and implements work methods, operations, policies and procedures, and quality checks for service effectiveness, vehicle dispatching, scheduling and vehicle operations.

Manages public information and tracks customer concerns on the service and provides feedback and expectations to the contractor.

Monitors the operating and capital budgets while controlling costs; and manages contract budgets within the established thresholds and the timeliness of payments.

Oversees vehicles, equipment, and facilities to ensure they are in good repair.

Oversees grants, including compliance, and reporting.

Meets, consults, and interacts with key officials of local, state and federal governments and key officials of advocacy organizations; conducts community outreach with respect to LYNX paratransit programs to ensure awareness and accurate communication; and represents LYNX on disabled advocacy and transportation committees.

Prepares Annual Operating Report and National Transit Database Report (NTD); required updates to the System Safety Program Plan, Transportation Disadvantaged Service Plan, and Memorandum Of Agreement; and manages and monitors their implementation.

Performs other duties as may be required or assigned.

Required Qualifications:

* Bachelor s degree from a regionally or nationally accredited institution in transportation, business administration, public administration, or a related field, plus a minimum of five years of professional experience of which three years must be in paratransit operations, or a combination of related experience, education, and training.

Desired Qualifications:

Five years of experience in paratransit operations.

Knowledge, Skills, and Abilities (KSAs):

Knowledge of laws, regulations, compliance, and reporting requirements of the Americans with Disabilities Act (ADA), and Section 504 of the Rehabilitation Act; and Federal Transit Administration policies, procedures and practices.

Knowledge of the principles, procedures, and policies of paratransit operations and quality management; and sponsoring agencies, such as Medicaid and Transportation Disadvantage Commission.

Knowledge of automated demand/response reservations, scheduling/dispatch systems.

Ability to create detailed cost estimates and budgets, monitor and budget, track and control expenses and/or revenues, and to conduct financial analysis and create financial documents.

Ability to compare actual performance with planned performance, process and analyze data, work with probabilities, and make some statistical inferences.

Ability to handle sensitive information and situations with professionalism and decorum and evaluate the performance of subordinates.

Ability to operate a personal computer and related software to include Microsoft Office.

Ability to prioritize, organize, and manage tasks and time effectively, remain flexible in a changing environment, and promote LYNX s vision and mission.

Ability to exhibit a professional, courteous demeanor.

Ability to work in a diverse environment.

Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent service.

Ability to operate a motor vehicle, possess and maintain a valid Florida Driver s License, and have an acceptable driving record.

Work Environment and Special Considerations:

* Works in an office environment.

* May need to travel locally and out of state.

* LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.

Cell Phone Use:

* The agency anticipates that this position s incumbent must be available throughout the workday and, on some occasions, after regular work hours. Therefore, as a condition of employment, the incumbent is expected to carry a cell phone.
