Responsible for the preparation of financial reconciliations, analysis, construction work:in:progress ledger, year:end closing entries and process, assisting other departments within the Turnpike in technical areas of accounting, and maintaining the Turnpikes financial information in accordance with generally accepted accounting principles (GAAP).
Responsible for the preparation and presentation of the Turnpike Systems financial information as required by GAAP, and Department of Transportation (Department) and Department of Financial Services (DFS) requirements. Review and interpret all new accounting pronouncements and literature to determine their effect on the Turnpikes accounting policies and procedures. Coordinate the implementation of updates to the Turnpikes accounting policies and procedures as necessary. Provide leadership and direction to the financial reporting and reconciliation team.
Responsible for the Turnpikes year:end financial reporting closing processes. These processes include, but are not limited to, the preparation of necessary accrual, adjusting and/or correcting entries, analyzing pre:closing trial balances for accuracy and appropriateness, and ensuring all Department closing requirements are met in a timely manner. Prepare Turnpike System combining financial statements, notes to the financial statements, and supporting schedules for use by Department management and external users such as the Division of Bond Finance and investment securities rating houses.
Act as a liaison for the Turnpike during the independent financial audit and monitor internal controls affecting financial statement presentations. Assist with the preparation of written responses to audit findings and implementing any necessary corrective actions as needed.
Review and evaluate current processes relating to financial reporting and reconciliations. Recommend improvements as deemed appropriate and develop action plans for their implementation.
Monitor departmental general and subsidiary ledger transactions and balances, State Board of Administration bond trust fund reports, and other sources of financial information.
